The Next National Program by the International Labour Organization in Armenia launched
On September 25, the International Labour Organization (ILO) announced the launch of the program titled “Prevention of Informal Employment and Promotion of Formal Employment in the Context of the Refugee Crisis from Nagorno-Karabakh.” The event was attended by the executive body of the Republican Union of Employers of Armenia (RUEA), led by its president, Vahagn Hambardzumyan.
The opening speech was delivered by Ruben Sargsyan, Deputy Minister of Labor and Social Affairs of Armenia, who highlighted the importance of the program in combating informal employment and ensuring decent working conditions in Armenia.
Vahagn Hambardzumyan, President of the Republican Union of Employers of Armenia, Ellen Manaseryan, President of the Confederation of Trade Unions of Armenia, and Françoise Jacob, United Nations Resident Coordinator in Armenia, also delivered welcoming remarks. They emphasized that the creation of decent jobs and social justice are key priorities for Armenia’s economic development and expressed their willingness to contribute to the successful implementation of the program through joint efforts.
Following the opening remarks, a panel discussion took place, during which participants shared their perspectives on Armenia’s economy and the informal labor market. They also presented their experiences and ongoing initiatives concerning issues related to informal employment and its transition to formalization.
During the discussion, Frederic Lapeyre, Head of the ILO’s Priority Action Program on the Transition from Informal to Formal Economy, and Kazutoshi Chatani, Chief Employment Specialist, gathered insights and suggestions for implementing comprehensive measures and outlining strategic directions that could foster the creation of formal jobs and support formal employment in Armenia.
It is worth noting that within the framework of the program, an interagency working group on informal economy issues is planned to be established. This group, based on the tripartite partnership platform of the "Government of Armenia - Republican Union of Employers of Armenia - Confederation of Trade Unions of Armenia," will jointly develop comprehensive measures aimed at promoting formal economy policies and legislative reforms.
