Public-Private Dialogue Process Officialy Launched
On November 13, the EBRD’s Armenian Investment Council (ICA) hosted a meeting between the members of the Republican Union of Employers of Armenia and the Council's expert team, which was represented by the RUEA President Vahagn Hambardzumyan and the Council’s Head Hovsep Patvakanyan.
The purpose of the meeting was to map the legislative issues gathered by the members of the RUEA in order to include them in the agendas of the Council meetings headed by the Deputy Prime Minister, since the membership application submitted by the President of RUEA to the SME Development Council, which is chaired by the Deputy Prime Minister, is soon to be approved by the decree of Deputy Prime Minister Tigran Khachatryan. During the meeting, the RUEA members raised a number of issues and challenges that impact effective activities in different fields and require legislative regulations.
It should be reminded that the public-private dialogue platform for SME Development was established in 2012 by Armenia’s Prime Minister’s decree and is headed by Deputy Prime Minister Tigran Khachatryan, serves as a public-private dialogue platform between the Government of Armenia and SME Associations and targeted at the development of business-oriented legislative reforms. The platform operates through monthly sub-council meetings led by the Minister of Economy, quarterly council meetings led by the Deputy Prime Minister of Armenia.
Within the framework of the membership with the ICA, the RUEA members will work closely with the expert team of the EBRD's Investment Council of Armenia to identify the legislative gaps that hinder the smooth operation of SMEs in Armenia and make legislative proposals to the respective ministries to develop reform packages targeted at improving the business environment and investment climate in Armenia. Sub-council meetings led by the RA Ministry of Economy will ensure preliminary discussion of the identified issues and provision of proposals. The filtered legislative bottlenecks will be discussed during the meetings of the Council led by the Deputy Prime Minister.
The President of RUEA, Vahagn Hambardzumyan, will continue to represent the universal voice of all the members in all relevant state bodies, upholding the Union's mission to defend the interests of employers and the business community.
